Khi Cứu Xét Cho Việt-Nam Hưởng Quy Chế Thương Mại Bình Thường Vĩnh Viễn

 

 
Đầu tuần này MLNQVN đã phát động chiến dịch kêu gọi các vị dân cử thuộc lưỡng viện của Quốc Hội Hoa-Kỳ hãy đặt điều kiện rõ ràng về nhân quyền khi cứu xét cho Việt-Nam hưởng quy chế thương mại bình thường vĩnh viễn (permanent normal

trade relation – PNTR status).

Hiện nay Việt-Nam chỉ có quy chế thương mại tạm thời với Hoa-Kỳ. Theo Luật Thương Mại, Hoa-Kỳ không được buốn bán vĩnh viễn với một nước cộng sản. Việc Hoa-Kỳ buôn bán với Việt-Nam chỉ có tính cách tạm thời. Hàng năm Quốc Hội Hoa-Kỳ phải cứu xét lại. Cho đến nay quy chế tàm thời nay không gây trở ngại lớn lao nào cho sự buôn bán giữa hai nước. Tuy nhiên, để có thể gia nhập Tổ Chức Mậu Dịch Thế Giới (World Trade Organization – WTO), Việt-Nam cần phải đạt được quy chế thương mại vĩnh viễn với Hoa-Kỳ và Quốc Hội Hoa-Kỳ sẽ phải họp để có một quyết định đặc biệt về đòi hỏi này của Việt-Nam. Trên thực tế đòi hỏi này là một ơn huệ đối với Việt-Nam vì việc Việt-Nam trở thành hội viên của WTO có lợi cho quốc gia này hơn là đối với Hoa-Kỳ.

DB Chris Smith trong khi viếng thăm Việt-Nam vào cuối năm vừa qua đã lên tiếng tại Hà-Nội rằng việc cải thiện nhân quyền và tự do tôn giáo có liên hệ với việc gia nhập WTO của Việt-Nam. Trong chiều hướng đó, MLNQVN mà văn phòng đặt tại Garden Grove, California, đã thỉnh cầu Quốc Hội Hoa-Kỳ đặt ba điều kiện tiên quyết sau đây khi cứu xét cho Việt-Nam hưởng quy chế PNTR:

(1) Thả tư do tất cả những tù nhân tôn giào và chính tri.
(2) Chấm dứt chế độ quản chế tại gia dối với những tù nhân này.
(3) Công nhận tất cả những giáo hội độc lập.

Để tiếp tay với MLNQVN, một số tổ chức khác và các cá nhân của cộng đồng Việt-Nam ở Hoa-Kỳ cũng sẽ vận động với Quốc Hội qua uy thế và liên hệ riêng với các nhà lập pháp Hoa-Kỳ vì đây là một cố gắng chung co ảnh hưởng sâu sa đến tiến trình dân chủ hóa ở Việt-Nam.

Sau đây là nội dung lá thư bằng Anh ngữ của MLNQVN gửi cho 485 dân biểu và 100 nghị sĩ Hoa-Kỳ.

Dear Congressman …………………………………..

We are writing this letter to urge you to demand that the Vietnamese communist government release all religious and political prisoners, end house-arrest practice against them, recognize all independent churches in Vietnam, as a pre-condition for granting Vietnam a permanent normal trade relation (PNTR) status.

Vietnam published a White Paper on Human Rights last year in which it promised to observe human rights including freedom of expression, freedom of religion and belief, and economic rights. Reporters Without Borders comments that these statements are simply window-dressing. The human rights situation in Vietnam has not improved in recent years. Consequently, the U.S. Department of State has retained Vietnam in the list of countries of particular concern (CPC).

International observers have been convinced on the basis of historical experiences that the Hanoi regime would not accept any reforms unless it is forced to do so. This was why during a briefing on violations of human rights and religious freedom in Vietnam on October 26, 2005, members of the Congressional Human Rights Caucus and the Congressional Caucus on Vietnam asked witnesses to propose concrete measures to promote changes. In response to this predicted request, the Vietnam Human Rights Network in its written testimony respectfully suggested the U.S. Congress to firmly set the above-mentioned pre-conditions for granting the PNTR status.

On January 25 2006, the Parliamentary Assembly of the Council of Europe (PACE) adopted resolution 1481 (2006) which strongly “condemned the massive human rights violations committed by totalitarian communist regimes and expressed sympathy, understanding and recognition for the victims of these crimes.”

Today, we call on you to adopt the PACE resolution 1481 and again urge you not to reward the Hanoi dictatorial regime with a free PNTR status, but to tie it to the release of all religious and political prisoners, the abolishment of house-arrest practice against these prisoners, and the recognition of all independent churches in Vietnam.
